The clash between China and the U.S. continues as Beijing has come up with a framework to better fight back against Washington. 중국이 워싱턴에 맞서 보다 효과적으로 대응할 수 있는 법적 틀을 갖추게 되면서 중국과 미국의 충돌은 계속되고 있다.

The nation passed a law to restrict exports allowing it to take countermeasures if any country or region abuses its export controls. 국가는 수출 통제(권)을 남용하는 국가나 지역이 있을 경우 이에 대한 조치(대응책)를 취할 수 있도록 하는 수출 제한법을 통과시켰다.

According to the country's state media Xinhua news, the law was made for the purpose of "safeguarding national security and interests”. 신화통신 등의 주요 외신들에 따르면 수출통제법이 "국가안보와 이익을 안전하게 보호하기 위한 목적으로 만들어졌다"라고 밝히고 있다.

This law, passed last Saturday by the country's top legislative body, will take effect starting December 1st. 이번에 만들어진 중국의 수출관리법은 전국인민대표대회(전국인대·국회 격) 상무위원회에서 지난 17일 만들어졌으며 효력은 오는 12월 1일부터 시작된다.

The new law allows tight controls on the export of military and nuclear products as well as other goods, technologies, and relevant data. 중국은 이 법을 통해 군수물자, 핵 관련 제품 등을 포함해 그 외의 다른 제품이나 기술, 서비스, 관련 데이터 등을 공급 시 해당 국가에 따라 이를 규제한다.

Violation of this law will lead to fines of as much as 746-thousand U.S. dollars, and withdrawal of export licenses. 규정을 위반하면 500만 위안(약 8억 6500만 원) = 74만 6000달러 이하의 과징금과 수출허가 취소로 이어진다. 개인과 조직에 형사 처벌도 가능하다.

This comes as tensions between Washington and Beijing rise as the U.S. had imposed earlier sanctions on Chinese giant tech firms including Huawei and ByteDance. 이는 미국이 앞서 화웨이와 바이트 댄스 등 중국 거대 기술기업에 제재를 가하면서 미국과 중국 간 긴장이 고조되면서 나온 것이다.

 

- 미국은 국가 안보를 이유로 중국 통신장비업체 화웨이(華爲)를 제재하고, 틱톡과 위챗을 미국 시장에서 퇴출하겠다며 중국을 압박해 왔다.
